Whether you’re on Burlington’s lakeshore, in an Oakville or Milton subdivision, or out in Georgetown, Acton, or rural Halton Hills, Ontario’s insulation rebate can cover your home. This is the plain, complete guide for the whole region — what you get, how to qualify, and how to actually claim it. Verified as of July 2026.
Two routes, one simple rule
Every rebate is 50% of what you spend on that measure, up to a cap — not a flat cheque. There are two ways to claim.
| Route 1: Attic only | Route 2: Bundled | |
|---|---|---|
| Energy assessment? | No | Yes — before + after |
| Upgrades needed | Attic only | Two or more |
| Attic maximum | $1,250 | $1,500 |
| Total insulation maximum | ~$1,250 | $7,700 |
| Contractor | Closed pre-approved list | Any qualified contractor |
Route 1 — attic only (no energy assessment)
| What’s in your attic now | Most you get |
|---|---|
| R-12 or less | $1,250 |
| Over R-12 to R-25 | $1,000 |
| Over R-25 to R-35 | $800 |
Must reach R-50, whole attic. (Runs through a closed approved-contractor list — honesty note at the end.)
Route 2 — two or more upgrades (energy assessment, fee applies)
Up to $7,700 across all insulation:
| Improvement | Most you get |
|---|---|
| Attic | $1,500 |
| Exterior walls (drill & fill) | $3,600 |
| Basement walls | $1,500 |
| Crawlspace | $1,200 |
| Rim joist | $300 |
| Air sealing | $250 |
| Windows & doors | $100 per opening |
For Halton’s older homes — central Burlington, Georgetown, Acton — the exterior wall measure (via drill and fill) is often the biggest single amount available.
Who qualifies
Own the home; detached, semi-detached, standard row/townhouse, or mobile on permanent foundation. Excluded: stacked townhouses; new builds occupied ≤6 months (relevant for Milton’s and Burlington’s newest subdivisions); homes that already received an attic rebate from Enbridge Gas, Save on Energy, the Ontario government, or this program.
Heating — two ways to qualify:
- Natural gas (Enbridge Gas serves Halton’s towns), or
- Electricity, oil, propane, or wood, as long as your home is connected to Ontario’s electricity grid.
That second path matters for rural Halton Hills, where many homes run on propane or oil rather than gas. No gas line needed — and since propane and oil cost more to heat with, those homes save even more by insulating.
By area
Burlington — a wide range of home ages. Older lakeside/central homes often suit the bundled path (attic + walls + air sealing); newer north-Burlington homes may just need the attic. Note the 6-month exclusion for the very newest builds.
Halton Hills (Georgetown, Acton, rural) — older town homes and rural properties, the latter often on propane/oil (still eligible). These usually have several qualifying measures, making the bundled path worthwhile. The rebate covers your home’s living space, not standalone farm buildings.
Oakville & Milton — both covered in depth on their own pages. Oakville’s rebate guide focuses on the paperwork and technicalities; Milton’s on new-build eligibility and the 6-month rule (relevant to its newer stock).
How the bundled path works — and where people lose it
- Pre-retrofit energy assessment with a registered energy advisor — before any work. Fee applies; ask what it is. ⚠️ Start work before this and it’s disqualified. Most common mistake.
- Renovation Upgrade Report — rebates come only from recommended measures.
- Complete at least two recommended upgrades (100% coverage where required). ⚠️ Do one and you get nothing.
- Follow-up assessment, same advisor.
- Rebates issued — Enbridge bill credit, or cheque for non-gas homes (rural Halton Hills).
The 100%-coverage rule
Several measures require insulating 100% of the area, not part: the attic (whole roof assembly), exterior walls (whole wall area), basement walls. Do part and you can be disqualified for that entire measure. Scope these all-or-nothing.
Is there free insulation? (Income-qualified households)
Separate from the rebate, Enbridge Gas runs an income-qualified program providing free insulation and draft-proofing to households that qualify on income — and it can include rentals where the tenant qualifies and the owner participates. If your household income qualifies, this may beat the rebate. Check directly with Enbridge Gas.

Timing
Peak insulation demand runs October–February; advisors and contractors book out, and rural Halton Hills properties can take longer to schedule. Book the assessment in the warmer months so the whole sequence finishes before winter. The program can also change or end at any time, so a completed rebate beats a planned one.
Federal programs
- Canada Greener Homes Grant — closed to new applicants
- Canada Greener Homes Loan — closed to new applications as of October 1, 2025, per NRCan. Already-approved homeowners continue.
Any site still advertising “$10,000 from the Canada Greener Homes Loan” is out of date. NRCan’s newer Canada Greener Homes Affordability Program is income-targeted and delivered through provincial partners — confirm Ontario availability at natural-resources.canada.ca.

Frequently asked questions
Does the rebate cover all of Halton? Yes — Burlington, Oakville, Milton, and Halton Hills (Georgetown, Acton) and the rural areas around them.
We’re in rural Halton Hills on propane. Do we qualify? Yes — propane, oil, wood, and electric-heated homes on Ontario’s electricity grid qualify. No gas line needed, and you’ll save more than a gas home.
How much can I get? 50% of cost, up to the caps — up to $1,250 attic-only, or up to $7,700 across a bundle.
Do I need an energy assessment? Only for the two-or-more-upgrades route. Attic-only skips it.
Is there free insulation? For income-qualified households, yes — through Enbridge Gas’s income-qualified program.
Can I start work before the assessment? No — that disqualifies it on the bundled path.
Who gets the money? The homeowner — Enbridge bill credit, or cheque for non-gas homes.
